"The Bears Still Suck" was written by Jim Krueger from Manitowoc, Wisconsin as a founding member of the "Happy Schnapps Combo".  He formerly played with Dave Mason and wrote the song "We Just Disagree" which was Dave Mason's biggest solo hit. 

Jim Krueger moved back  to Wisconsin (from California) and died in 1993.  Here's a video of him with Dave Mason below:
